HERE IS HOW IT WORKS:

Time the operation of your model over a marked distance, just like in the train animation illustrated below.   Then, adjust your model speed controller and run your model a few more times, until you get the exact scale speed (or range of speeds) you are looking for.   You may want to make a mark for each scale speed on your model speed controller.
